The United States contributed to a new and positive atmosphere in the UN First Committee's (Disarmament) deliberations in October, building on President's Obama's call in Prague on April 5 for "a world without nuclear weapons, " and the September 24 United Nations Security Council Summit on nuclear non-proliferation and nuclear disarmament. The U.S. engaged in a substantive dialog on the issues, including nuclear disarmament, conventional weapons, and outer space, demonstrating a willingness to contribute to finding solutions to pressing problems in these areas, as with the U.S.'s commitment to negotiation of a new Arms Trade Treaty, announced by Secretary Clinton during the First Committee session. As a result, the U.S. was part of a growing consensus in the First Committee, and, as compared to last year, reduced the number of its "no" votes by over 50%.
